PSD Hub is a strategic tool to the Ethiopian Business community. It has been assisting the efforts of the Ethiopian chamber system to improve the business climate and Ethiopia’s private sector development since 2005. This effort has contributed to the enhancement of the capacity of Chambers in being a positive voice for the private sector through research, advocacy and policy influence, which could result in improved policy, legal and institutional arrangements for the sector.

In the new phase of the project the PSD Hub should help ECCSA to improve its ability to:

  • Represent all businesses equally well, including those that may not yet be members of the Chamber system, or which are made up of people who are disempowered and lack fair access to advocacy and representation (such as women and the poor including those engaging in the informal sector);

  • Undertake all aspects of the advocacy process across all aspects of business advocacy, including data collection, research, consultation, and issue identification; and

  • Support the fulfilment of capacity building requirements of all organisations in the wider advocacy system, which may include: media organisations, universities and research organisations, civil society and non-government organisations, and consulting organisations.

Hence, ECCSA/PSD-Hub phase III project focuses on two components, namely ECCSA capacity building to attain financial sustainability by focusing on its core activities of providing demand led services for business community and PSD research, policy and advocacy to the government on matters of policy and regulations that affect the ability of the Ethiopian private sector generally, and impact upon jobs and income to the poor and women more specifically.

Strengthened Ethiopian chamber system that functions as a strategic representative and viable entity facilitating consultation with the government on private sector needs for inclusive growth


OUTPUT 1: Capacity of the Ethiopian BMOs enhanced to regularly scan the business environment and provide recommendations for government that improve the operating environment for business growth.


OUTPUT 2: Stronger chamber system established and led by ECCSA that has  a strong voice in business advocacy and promotes all inclusive growth for the Ethiopian private sector.

OUTPUT 3: Inclusive business agenda developed with greater focus on poverty alleviation and income generation developed.

OUTPUT 4: A value chain coordination platform created in the chamber system that offers value to members and wider stakeholders.


Financially sustainable Chamber system and responsive to the needs and demands of members and business

OUTPUT 1: ECCSA financial sustainability is enhanced through development of new member services.

OUTPUT 2: ECCSA member services (current/new) meet members needs and are financially viable through payments for services.

OUTPUT 3: Chamber system’s capacity to plan and deliver viable member services is improved.

OUTPUT 4: ECCSA capacity to develop, monitor and evaluate results based frameworks that measure its performance is improved

Programme Organization

The PSD Hub is governed by the Steering Board, chaired by the president of the Ethiopian Chamber of Commerce and Sectoral Associations with members drawn from government, donors and the business community. ECCSA provides administration and legal support to the Hub. The Hub operations are run by the Hub manager supported by professional and support staffs.
